Rear door racks usually obscure the lights and number plate meaning you should have a lightboard and number plate mounted on the back of it i.e. strapped/attached to the last bike or mounted to the carrier arms. This doesn’t seem to be widely enforced in the UK, or not in Kent anyway (not legal advice), but abroad it may be more likely to be an issue. The trouble this presents is the cost of having a towing electric socket fitted to relay the light signals to the lightboard, and if that is 20-60% of the cost of a full towbar fitting, then that may tip the balance toward getting a towbar mounted rack.
